Dominion Power has decided to delay its bid for construction due to doubled costs. The proposed build 'VOWTAP' was expected to cost near $200 million (£132.2m) (€184.8m) however, recent estimates have valued the build at $400 million(£264.4m) (€369.6m) causing delays for a final bid.

The projects cost had been twice what Dominion were anticipating. Due to the current risks at the VOWTAP site, the bidder was unable to guarantee that the cost would in fact stay at $400m.

Dominion have stated the following with regards to VOWTAP: "While we are disappointed with the construction bid we received for VOWTAP in terms of cost and structure, we will continue our efforts to find ways to reduce the cost and risk to an acceptable level. We are not abandoning the offshore wind demonstration project. However because of the extremely high cost of the sole bid we received for the installation of the two test turbines, we are going to delay our planned filing with the SCC and seek other ways to reduce the cost."

The VOWTAP construction bid was due to take place 2017, with two Alstom haliade 150 6MV turbines being built off the coast of Virgina.
