Comments on the status In July 2013 Statoil has put the project on hold after new Maine legislation created uncertainty regarding on the final approval being given. The legislation reopens competition and allows the University of Maine to submit a rival bid.

BOEM issued the Request for Interest (RFI) as well as the Notice of Intent (NOI) to prepare an Environmental Impact Statement for the Statoil Project in the Federal Register in August 2012. The BOEM Notice of Determination of No Competitive Interest for the area requested by Statoil North America for a commercial lease was published in the Federal Register on December 19, 2012.

The next step consists of the publication of the Determination of No Competitive Interest (DNCI) by BOEM in the Federal Register. Then, the applicant (Statoil NA) has to submit the Constructions and Operations Plan (COP) and BOEM will analyse lease issuance and COP approval under NEPA and other laws (conduct EIS).
