Revolution Wind loses out to hydropower

Massachusetts Distribution Companies and Department of Energy Resources have decided in favour of the Canadian Northern Pass Hydro (NPT Hydro) project over Deepwater Wind's Revolution Wind offshore wind farm project.

Both projects submitted bids in response to the Commonwealth’s request for new sources of clean energy in Section 83D of the Act to Promote Energy Diversity. Criteria used in the evaluation of the bids included an economic evaluation of the benefits for ratepayers, ability to meet goals established by the Global Warming Solutions Act, as well as environmental impacts including the extent to which a project demonstrates that it avoids or mitigates impacts to natural resources.

Deepwater Wind's proposal for Revolution Wind, sought to establish a 144MW capacity wind farm array paired with a 40MWh battery storage system provided by Tesla. Deepwater Wind also provided alternative bids for a larger 288MW version of Revolution Wind and a smaller 96MW version.

Revolution Wind battery storage pairing would have allowed for the backing up of energy storage – during the times when the grid needs it most. It would have also deferred the need to construct new peaking generating facilities and transmission lines.

NPT Hydro, a joint venture of Eversource and Hydro-Québec, is expected provide about 9.5 million MWh of energy per year. The 1.09GW project involves the installation of a transmission line about 79km long. This line will be extended into the U.S.A. and will connect Des Cantons substation in Val-Joli to Franklin substation in southern New Hampshire.

The project is still subject to contract negotiations between the parties and the regulatory approval at the Massachusetts Department of Public Utilities (DPU).  

At the time of contract filing with the DPU, a public report will be provided by the soliciting parties that detail the evaluation process. Separately, the Independent Evaluator will prepare a detailed public report on the evaluation process and outcome, and whether the evaluation was conducted in a fair and non-discriminatory manner.

If the bid selected to advance to contract negotiation at this stage does not successfully negotiate contracts, it may result in other bids being selected to advance to contract negotiations. Final project selection as a result of successful contract negotiation will be made public following submittal for regulatory approval anticipated to be by 25th April 2018.

All hope is not lost for Deepwater Wind's Revolution project as the company is still in the run up for a separate Section 83C request for proposals, issued specifically for offshore wind projects. Two other projects, Bay State Wind and Vineyard Wind also submitted bids.

Last year, Massachusetts officials passed a Bill which requires utilities to procure 1.6GW of offshore wind energy within the next decade, setting off competition amongst offshore wind developers in the region.
