UK Government backing for Swansea Lagoon

In the todays budget proposal released by George Osborne, the UK Chancellor of Exchequer has announced that they are 'Opening negotiations on the Swansea Tidal Lagoon'.

This is a positive move forward in that not only does it imply the securing of the final decision from the Secretary of State (which must be decided within 3 months) but DECC will begin formal subsidy negotiations with Tidal Lagoon Power.

Tidal Lagoon Swansea's vision is to see the UK’s abundant sustainable tidal resource help us towards greater energy security, whilst working sympathetically with the existing environment to bring a range of benefits to local communities involved.  




The representations from the community appear to be largely for the development of the lagoon showing local stakeholders and community interests in support of the project, however in a bizarre twist the Citizens Advice Bureau responding to a DECC consultation on the scheme, stating that given the cost and in their opinion lack of benefits to the local community the UK government should reject the application.

Tidal lagoons are classed as ‘offshore generating stations’. Swansea Bay Tidal Lagoon will be an offshore generating station with more than 100MW of installed capacity and, as such, is considered a ‘nationally significant infrastructure project’ (NSIP) under the Planning Act 2008.

The Project lies in Welsh waters, meaning a marine licence (for dredging and construction) is also required under the Marine & Coastal Access Act 2009. Marine licence applications are determined by the Marine Licensing Team of Natural Resources Wales (NRW) on behalf of the Welsh Government.

"Tidal lagoons will employ British industry to harness a British natural resource and return profits to British institutions.  We are now well placed to meet the targets we set ourselves for 50% of the capital expenditure for the Swansea Bay Tidal Lagoon to stay in Wales, rising to 65% for the UK as a whole.  The project will lay the strongest possible foundations for a brand new industry in which Britain can lead the world.”
