Energinet submits Thor EIA

Energinet has prepared the onshore Environmental Impact Assessment (EIA) for Denmark's next offshore wind farm.

The 800-1000 MW
Thor offshore wind farm, located North Sea, west of Nissum Fjord, min. 20 km from shore, is currently out to tender and is planned to be in full operations in 2027.

The concession winner of the
Thor tender will be responsible for constructing and operating the offshore wind farm, offshore substation, export cables, and nearshore substation all the way to point of connection (POC). Energinet will construct and operate the onshore grid connection from the second onshore substation to the overall transmission grid.



Energinet is obliged to carry out site investigations and to produce the Strategic Environmental Assessment (SEA) and onshore Environmental Impact Assessment (EIA). The offshore EIA will be prepared by the concession winner in 2022-2024.


Energinet has now submitted the onshore EIA and the Danish Environmental Protection Agency has initiated a consultation on the onshore EIA and draft permits until 21st June 2021.  The Danish Environmental Protection Agency will then take a final decision on whether the onshore project can be approved.


Two or three 220 kV export cables will run from the landfall site as Tuskær on the west coast of Jutland north of Nissum Fjord, and up to the new high voltage station area at Volder Mark, approx 4.5 km from the coast. Within this 22 ha area, two substation facilities will be established, one owned by energinet and the other by the wind farm developer. Establishment of the high-voltage station at Volder Mark is expected to take a total of three year starting at the beginning of 2022, as the concession winner and Energinet do not carry out construction worked simultaneously.


Two 220 kV parallel cables will connect the Volder Mark stations to the existing high voltage station at Idomlund. This station will be expanded to transform power from 220 kV to 400 kV. The construction work in connection with the expansion of the high-voltage station Idomlund is given to take place in approx. 1-2 years starting at the beginning of 2022. Energinet's part of the onshore plant is expected to be completed by 1st June 2025.


In January, six consortia pre-qualified to compete in the
Thor tender: SSE, CIP, Ørsted, Vattenfall, Total, Iberdrola, RWE, Eneco and European Energy. The Danish Energy Agency will conclude the tendering process with final bids in Q4 2021.
