Belgium battles Dunkirk wind farm

Belgium is considering action against the Dunkirk offshore wind farm because it claims it would violate a historical navigation route between Ostend and the UK.

According to the Belgian government, while the ferry lines between Ostend and the UK are no longer active, the historic navigation route could be required in the case of those lines being reactivated. In November, the Belgian Council of Ministers agreed to implement an action strategy, requesting government ministers to pursue a negotiated solution and to appoint legal counsel. If necessary, Belgium will take judicial steps.

The project will be located at least 11.4 km off the coast and consist of 46 turbines, each with rated power of 13 MW, totalling just under 600 MW in combined capacity. A consortium of EDF Renouvelables, innogy, and Enbridge was announced as winner of the tender to develop the project back in June with a strike price of 44 €/MWh. The project developers were recently awarded € 2 billion of state aid for the project by the European Commission. The budget covers 20 years, from 1st June 2025 to 31st May 2045.

France’s offshore wind industry is nascent but ambitious. To date, France has awarded 2.5 GW of fixed offshore wind capacity. 97 MW of floating capacity has been also awarded across four innovation sites for commissioning by 2021. Earlier this year, French Prime Minister Edouaed Philippe revealed plans for France to double down on its targets for offshore wind installation. The Prime Minster stated that tenders for 1 GW a year are expected to take place until 2028, following cost reductions seen in the Dunkirk offshore wind farm tender.
