BOEM resumes of Vineyard Wind 1 review

The Bureau of Ocean Energy Management (BOEM) has announced that it intends to resume the environmental review of Vineyard Wind’s proposed Vineyard Wind 1 offshore wind project.

“Offshore wind has the potential to help our nation combat climate change, improve resilience through reliable power, and spur economic development to create good-paying jobs,” said BOEM's new Director, Amanda Lefton. “BOEM is committed to conducting a robust and timely review of the proposed project.”

BOEM will resume the environmental review of the Vineyard Wind 1 and proceed with development of a Final Environmental Impact Statement.

Vineyard Wind 1, an 800 MW offshore wind farm to be located 15 miles off the coast of Martha’s Vineyard, is slated to be the first commercial scale offshore wind farm in the United States. It will consist of 84 turbines, each with a 9.5 MW capacity, and is expected meet the energy needs of over 400,000 homes and businesses.

Vineyard is aiming to have the project operational by 2024. The project is being developed by Vineyard Wind LLC based in New Bedford, Massachusetts. The company is 50 percent owned by Copenhagen Infrastructure Partners (CIP) and 50 percent by Avangrid Renewables.

On January 22, 2021, Vineyard Wind submitted a letter rescinding its temporary Construction and Operations Plan (COP) withdrawal and requesting that BOEM resume review of the 800 MW wind energy project offshore Massachusetts. Vineyard Wind had paused the Department’s consideration of its proposal while it reviewed whether the use of Haliade-X turbines warranted any modifications to their COP.

President Biden issued an Executive Order on January 27, 2021, calling for the Interior Department to identify steps to accelerate responsible development of renewable energy on public lands and waters. Interior has initiated a review of processes and procedures to date as it re-invests in a rigorous renewable energy program.
