CIP holds pre-application consultation for 100 MW Scottish floater

CIP are seeking input on plans for a new floating offshore wind farm, located approximately 6.5 km off the coast of Dounreay, Caithness.

The  wind farm site was formerly reserved for the construction of the 8-12 MW Dounreay Trì wind farm (see UK2U) by Hexicon AB and consent was granted in 2017 but the the project failed to start construction and missed out on Renewable Obligation Certificates (ROC). CIP is now the majority shareholder and has reignited the project through its newly formed Special Purpose Vehicle (SPV) ‘Highland Wind Limited’, with Hexicon AB retaining a minority share. CIP plans to build a new 100 MW floating wind farm (Pentland Floating Offshore Wind Farm (PFOWF)).

The project is split into two phases: the first is a 8.6MW demo using existing consents. Highland Wind Limited is currently in consultation with Marine Scotland regarding potential required variations to the existing Dounreay Trì Project consent to construct and operate the proposed Demonstrator. It is currently envisaged that the Demonstrator would be constructed and operational by mid-2023. The second phase is the larger 100 MW project.

A virtual public exhibition on the proposals is available online. A live Q&A session was held 5th October and feedback can be submitted until 31st October. Proposals include:

-6-10 turbines of 10-16 MW with a rotor diameter of 170-240m, tip height of 192-270m and hub height of 107-150m;
-the concept for the floating Foundations, moorings, and anchors is yet to be decided;
-up to 25km of 66 kV dynamic array cables;
-Up to 2 export cables totalling 25 km.

PFOWF will connect to the grid at Dounreay – either to the existing 132 kV substation or the 275 kV Dounreay West substation which is consented but is yet to be constructed (planned completion Q3 2022).

Fabrication activities are planned to commence upon financial close in 2024 with full operations 2026/27.

A Scoping Report was submitted to Marine Scotland in December 2020 and Ministers published a Scoping Opinion September 2021. The Scoping Opinion identifies the scope and level of detail of information to be provided in the Environmental Impact Assessment Report (“EIA Report”) for the Proposed Development.  

Environmental impact assessments are currently being prepared and will be submitted to Marine Scotland and the Highland Council in 2022.

Project development activities are being led by CIP’s development partner, Copenhagen Offshore Partners (COP). The project development team is based in COP’s Global Floating Wind Competence Centre, recently established in Edinburgh.

When installed, this project will be the largest floating offshore wind project in Scotland, generating enough energy to power 70,000 homes. The innovations and technology trialled in this project will be key to the development of large scale floating offshore wind in Scotland and will create significant opportunities for the local and national economy.
