CWind Taiwan's offshore training centre, Taiwan International Windpower Training Corporation (TIWTC), has been officially accredited by the Global Wind Organisation. It is the first qualified offshore training entity in Taiwan to deliver Basic Safety Training (BST) and Basic Technical Training (BTT).

CWind Taiwan, an affiliate of UK-based CWind Training, acted as technical consultants for the design, construction and course development. TIWTC is equipped with dedicated training facilities, which include a swimming pool and a mock-up training tower, as well as classroom and technical teaching facilities. The facilities are designed to offer realistic training scenarios in a safety-controlled area.

TIWTC has been delivering BTT courses since December 2018. The full set of BST modules will commence in August, including sea survival, working at height, manual handling, first aid and fire safety. As with other global offshore wind markets, Taiwan’s offshore wind sector requires that all personnel have GWO certifications prior to working offshore.

Together with its fellow shareholders: Taiwan International Ports Corporation (TIPC), Taiwan Power Corporation (TPC), China Steel Corporation (CSC), China Ship Building Corporation (CSBC) and Swancor; CWind Taiwan aims to develop TIWTC as a source of locally trained personnel for the industry, with plans to expand the curriculum of offshore safety courses later in 2019.

“We truly appreciate Bureau of Energy’s generous support and we are extremely proud that our training center will be helping to advance the government’s localization plans for Taiwanese offshore wind, namely the people who will make it all possible offshore.”
Vincent Tsai, General Manager of CWind Taiwan and CEO of TIWTC, said. “When we were developing our strategy for the Taiwanese market, we realized we had to invest in a dedicated training facility in order to guarantee that we could deliver our business in Taiwan with the right technically skilled people who were trained to the exacting health, safety and quality standards we expect.”

Danny Lever, Head of Learning at Cwind Training added, “We are delighted to have played a fundamental part in TIWTC gaining GWO accreditation in what has been a highly rewarding experience and underlines our commitment to ensuring the safety and competence of those working in the offshore renewables sector.”

Taiwan holds strong potential for renewable energies, with its positive government outlook. After deciding to phase out nuclear power by 2025 – with nuclear energy accounting for some 40% of power generation in the past – the Taiwanese government aims to make up for the resulting shortfall by expanding renewable energies, especially offshore wind power. The government aims to install 5.5GW of offshore wind power by 2025.
