Debate for siting the first french 1 GW offshore wind farm resumes

The public debate for the siting of a 1 GW offshore wind farm off the coast of Normandy will resume in mid-June, following a three month pause due to COVID-19.

The consultation is part of the new procedure (Société de confiance) for public participation prior to deciding the location of the wind farm and the competitive bidding procedure. This aims at reducing the level of opposition experienced by the first generation of French wind farms.

The goal is to identify a final 300 km2 wind farm area from a macro-zone of 10,500 km2, in which to build the 1 GW wind farm, which will likely feature 65-80 turbines, each with a rated power of 12-15 MW.

The consultation was launched in November and was expected to conclude in May 2020. However, due to the coronavirus pandemic, the public debate was suspended on 12th March.
The National Commission for Public Debate (CNDP), during its plenary session on 3rd June , decided to resume public debate on 15th June, for the remaining period nine weeks, closing on 19th August.

The online participative platform will reopen as well as new methods of participation are made available:


• stakeholder notebooks
• two digital tools to submit views and create maps with recommendations
• online and face-to-face workshops to discuss the proposals received and create a joint contribution

Two months after the end of the public debate, the chairman of the special committee for public debate will publish a report containing all the opinions and arguments expressed. Three months later, the contracting authority will decide the conditions for project to continue.

A tender was due to be launched before the end of the year but, given the delays to the debate timetable, it is likely this could be pushed back into 2021.
