ESA approves Hywind Tampen plans

The EFTA Surveillance Authority (ESA) has approved Norway's initiative to reduce CO2 emissions by building a the Hywind Tampen floating offshore wind farm. The array is designed to reduce emissions from oil and gas production.

ESA monitors compliance with the Agreement on the European Economic Area (EEA Agreement) in Iceland, Liechtenstein and Norway, enabling those States to participate in the Internal Market of the European Union. The Hywind Tampen project is the highest individual aid award ever approved by ESA.

“ESA finds that aid to the project is compatible with EEA State Aid rules that aim to promote environmental protection as the positive environmental benefits outweigh the negative effects on competition”, said ESA-president Bente Angell-Hansen.

Hywind Tampen is to consist of 11 wind turbines with a total capacity of 88 MW. The wind farm is expected to meet around 35% of the annual demand for electricity of the five platforms: Snorre A and B and Gullfaks A, B and C. In periods of strong wind, the percentage could be higher.

Equinor has signed contracts with Kværner AS, Siemens Gamesa Renewable Energy AS, JDR Cable System Ltd and Subsea 7 AS for the construction of the floating array.

Equinor will as operator be responsible for operation and maintenance of the wind farm. Maintenance of the wind turbines will be carried out by Siemens Gamesa’s Norwegian service organization through its 5-year contract regarding the wind turbine delivery. The wind farm is scheduled to start production at the end of 2022.

Investment in
Hywind Tampen will be close to NOK 5 billion. Norway, through the state enterprise Enova, has decided to grant NOK 2.3 billion to Equinor and its partners OMV, Petoro, Idemitsu, DEA and Vår Energi to realize the Hywind Tampen project, which covers around 43 percent of the project's investment costs.
