Estonian project to investigate hydrogen following EIA approval

The Eesti Energia has received approval on its Environmental Impact Assessment (EIA) for the Liivi Bay offshore wind project in the Gulf of Riga, Estonia.

Eesti Energia submitted a revised EIA in June 2020 and the Ministry of Environment approved the updated project EIA on 23rd July.

This is conditioned on an additional EIA statement being prepared for the possibility of incorporating hydrogen production. Although the production of hydrogen is not explicitly mentioned in the application of the developer's building permit, the Ministry has found that it is justified to consider the topic of hydrogen during the EIA.

"This is due to the fact that the development of hydrogen introduction in Estonia is a planned activity, which may have a significant synergy with the project. Developments in the field of hydrogen as a carrier of stored energy are rapid, and it is therefore important that the possibility of producing hydrogen is carefully considered and taken into account during the EIA."

The additional EIA statement should include possible infrastructure solutions (cable, pipe, electrolysers on the market), an assessment of hydrogen production capacities and an assessment of the whole production chain's environmental impact.

The aim is to identify the most suitable solution for hydrogen production with the lowest environmental impact, even if hydrogen production could only be implemented at a later stage of the project, due to technological or investment barriers.
