European Commission pledges €2bn for Dunkirk

The European Commission has given final authorisation for € 2 billion of state aid to support the Dunkirk offshore wind farm. The budget covers 20 years, starting from 1st June 2025 until 31st May 2045.

The project will be located at least 11.4 km off the coast and consist of 46 turbines, each with rated power of 13 MW, totalling just under 600 MW in combined capacity. A consortium of EDF Renouvelables, innogy, and Enbridge was announced as winner of the tender to develop the project back in June with a strike price of 44 €/MWh.

EDF stated that it was able to bid so competitively due to the French transmission system operator taking over responsibility of the transmission system, a scheme which has seen winning zero subsidy bids in Dutch and German auctions. The company considers the site conditions to be extremely attractive and that a wealth of experience enabled a good level of certainty when predicting the project CAPEX.

In light of the successfully low bids received the French Prime Minster announced that the government will increase the annual offshore wind tender target from 750MW to 1GW per year.

The Prime Minister also stated that it plans to shutdown the Fessenheim power station before the end of 2020 and reduce the share of nuclear power to 50% by 2035. Furthermore, by the end of the year it aims to finalise ecological transition contracts in Gardanne, Saint Avold, Cordemais and Le Havre, where coal-fired power plants will be closed by 2022. To make up for the shortfall of power generation the Prime Minister it is looking to the development of renewable energy, particularly wind power.
