Finance conditions set for french floaters

New legislation sets out the conditions for the power purchase agreement (PPA) for four floating offshore wind farms in France.

A tender for pilot farms of floating wind turbines was launched in August 2015 by Ademe (Environment and Energy Management Agency). Four projects were awarded to developers in 2016.

The projects benefit from investment aid through the Investments for the Future Program and operating aid in the form of a guaranteed purchase price for the electricity produced.

Based on the order, published on 9th April, the winners of the ADEME tenders will benefit from a power purchase contract of EUR 240/MWh for a period of 20 years.

The PPA will be reviewed ten years after the commissioning date to ensure any additional gains are equally shared between the State (50%) and the developer/producer (50%), taking into account changes in economic conditions.

These initial four R&D projects are important to prepare the commercial launch of floating offshore wind technology in the future. The French government plan to tender for three 250 MW floating offshore wind projects in 2021 and 2022.
