France to build 1.5 GW of floating offshore wind in the Mediterranean Sea

The French National Commission for Public Debate (CNDP) is preparing to launch the public consultation phase for the siting of future floating offshore wind farms in the Mediterranean Sea.

On 29th July, the CNDP confirmed that it will organize a public debate for
two 250 MW floating wind farms and transmission systems in the Mediterranean Sea. The debate will also include later extensions of 500MW for each project.

The wind farms are part of a new procedure (Société de confiance), whereby public participation takes place prior to and during process of deciding project locations and before the competitive bidding procedure. The aim is to reduce the risk of lengthy appeals and delays which the first generation of French offshore wind farms have experienced
.

With sites located between the Gulf of Léon to the west and the coast of the port of Fos-sur-Mer to the east, the two 250 MW tenders are due to be awarded in 2022 and it is expected the later extensions will be tendered from 2024.


The French government confirmed its overall offshore wind roadmap in the French Multi-Year Energy Programme (PPE) earlier this year. The government will tender 3.75 GW  from 2020 to 2023, leading to an operational target of 5.2-6.2 GW by 2028, and 1 GW will be tendered per year from 2024, mostly as extensions to earlier projects with shared transmissions.


The CNDP  is also holding public debates for other future projects including
Dunkirk wind farm, the planned 1 GW Normandy tender and a 250 MW Brittany floating 2021 tender which also includes siting a potential 500 MW extension. All public debates were suspended in Spring due to the global pandemic but are now being resumed.
