German federal government inks offshore wind agreement with grid operators

The German federal government, represented by the Federal Ministry for Economic Affairs and Climate Protection (BMWK), the Hanseatic cities of Bremen and Hamburg and the federal states of Mecklenburg-Western Pomerania, North Rhine-Westphalia, Lower Saxony and Schleswig-Holstein have signed an agreement with the three transmission system operators TenneT, Amprion and 50Hertz Connection. It concerns connecting 30 GW of offshore wind energy to come online by 2030.


The parties involved want to closely coordinate the necessary steps to achieve this goal and are thus continuing the first offshore agreement from 2020 - at that time with the target of 20 GW by 2030.

The management of the three transmission system operators welcomed the new offshore agreement and stated they have a common understanding with regard to area designation, nature and environmental compatibility as well as coordination and administrative resources.

Tim Meyerjürgens, COO of TenneT: “Planning, approval and construction of the infrastructure for the development of 30 gigawatts of offshore wind energy are very challenging for the transmission system operators as well as for the approval authorities of the federal and state governments. In order for us to achieve these ambitious goals, everyone must now pull together. The agreement shows the willingness of all stakeholders to implement the projects together and in close coordination. We expressly welcome this and will support this process to the best of our ability, for example by establishing efficient technical standards through our 2 GW program, developing onshore and offshore hubs for the long-term meshing of the DC grid at sea and on land and clever sector coupling.”

Peter Barth, Managing Director of Amprion Offshore GmbH: “The expansion of offshore wind energy is a key factor for the energy transition and the path to a climate-neutral society. As an offshore transmission system operator, Amprion is making its contribution to this with great commitment. Important decisions were made this year with the amendments to the law. Now it's all about practical implementation. Amprion expressly welcomes the offshore implementation agreement, which underpins the joint commitment of the federal government, the federal states and the offshore transmission system operators to achieve the goal. Because both the strong dovetailing of activities - along the value chain and also among the players involved - as well as a joint effort and pragmatism are decisive in order to further advance offshore wind energy with a high headwind."

Dr. Frank Golletz, Technical Director 50Hertz: “50Hertz will use all its strength and the entire entrepreneurial know-how that we have been able to build up in recent years to help develop the wind energy potential in the Baltic Sea and, in the future, also in the North Sea. In order to achieve the ambitious expansion goals, we must network even more closely in the future - both technologically in the form of "meshed" offshore networks and internationally with partners across national borders. The hybrid interconnector Combined Grid Solution - Kriegers Flak between Germany and Denmark, which has been in operation since 2021, already provides the blueprint for what cross-border networked offshore connections could look like in the future. The Bornholm Energy Island project by 50Hertz and energinet will be another milestone towards power grids on or near the sea."
