Japan selects eleven offshore wind areas

The Japanese Ministry of Economy, Trade and Industry (METI) along with the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) have announced eleven offshore wind areas. The eleven sea areas, selected from five prefectures, have been revealed following a period of consultation and examination with regional councils.

In particular, four areas have been selected for immediate progress, with councils to be established by METI and MLIT “in the near future”, meaning that these are likely to see the first steps of offshore wind progress. These “advanced sea areas” include:

Noshiro (Mitane and Oga), in Akita pref. 秋田県能代市、三種町および男鹿市沖
·        
Yurihonjo (north and south), in Akita pref. 秋田県由利本荘市沖(北側・南側)
·        
Choshi, in Tokyo pref. 千葉県銚子市沖
·        
Goto (floating), in Nagasaki pref. 長崎県五島市沖

The other seven areas, described as “promotion sea areas”, will potentially accommodate further developments but require further preparation. These include:

Nihon sea (north), in Aomori pref. 青森県沖日本海(北側)
·        
Nihon sea (south), in Aomori pref. 青森県沖日本海(南側)
·        
Mutsu bay, in Aomori pref. 青森県陸奥湾
·        
Happou and Noshiro, in Akita pref. 秋田県八峰町および能代市沖
·        
Katagami, in Akita pref. 秋田県潟上市沖
·        
Murakami & Tainai, in Niigata pref. 新潟県村上市・胎内市沖
·        
Saikai (Ejima), in Nagasaki pref. 長崎県西海市江島沖

New offshore wind legislation came into force in Japan in 2018. The General Waters Bill provides 30-year marine use contracts for at least five promotional zones by 2030, though the scale (MW) has not yet been allocated. It was a milestone in solving the once biggest problem in development, marine use rights.


Last week,
4C Offshore reported that Japan’s Shimizu Corporation plans to spend JPY 50 billion (EUR 413.3 million) building the world’s largest installation vessel.
