New York opens 2 GW+ offshore wind solicitation

New York’s Governor Kathy Hochul has launched the state’s third offshore wind solicitation.

The Request for Proposals, released yesterday (27th July 2022), seeks to procure at least 2,000 MW of offshore wind, and implements a $500 million offshore wind infrastructure investment, which the state describes as “nation-leading”.

The procurement is administered by the New York State Energy Research and Development Authority (NYSERDA) and follows up on commitments announced in the governor’s State of the State address earlier this year. New York has a high offshore wind goal, seeking to have 9,000 MW installed by 2035, and this goal may be increased as the state has already procured around half that capacity.

"New York is proud to continue leading the way in offshore wind development while establishing a blueprint for building a locally-based green economy," Governor Hochul said. "Today we are putting words into action and making it clear that New York State is the national hub of the offshore wind industry. The clean energy transition is driving significant private investment and family-sustaining jobs in communities across the state, and we are setting ourselves up for success with a brighter and more sustainable future."

One unique feature of the solicitation is its introduction of a “meshed ready” offshore transmission configuration, which is based on recommendations from a New York State Power Grid Study published in 2021. While each proposal should be priced assuming radial grid connection, the offshore substation must be capable of interconnecting with other offshore wind generation facilities in the future. The Public Service Commission would need to approve a meshed grid before this could happen.

Developers who hold leases in US federal waters are able to submit proposals by 22nd December 2022. NYSERDA will host a webinar on 23rd August 2022 to provide more information to interested parties.

We continue to prioritize a transition that is cost-effective, environmentally responsible, and benefits all New Yorkers - and we look forward to partnering with project developers who share those same goals."
