European Commission approves funding for 1.5 GW French project

The European Commission has approved, under EU state aid rules, aid to support France's plans to develop an offshore wind farm in an area off Normandy with a capacity up to 1.5 GW.

The aid will take the form of additional remuneration granted following a competitive call for tenders, based on transparent, objective and non-discriminatory criteria, and specific to offshore wind power.

The Commission noted that the aid will contribute to the French and European objectives of producing energy from renewable sources, in accordance with the objectives of the Green Deal for Europe and the European Climate Law, while the possible distortions of competition generated by state support will be minimised. On this basis, the Commission concluded that the measure complies with EU state aid rules.

The proposed wind farm area  is expected to produce 4.5 terawatt-hours (TWh) of renewable electricity each year for at least 20 years and save 1.8 metric tonnes of carbon dioxide equivalent per year.

The Normandy project is the second offshore wind farm tendered under France's revised tender regime, which includes the competitive dialogue phase. This was first introduced for the Dunkirk project, awarded to EDF, innogy, and Enbridge in 2019.


Earlier this year a number of candidates were short-listed a number of bidders for the site. This included Eoliennes en Mer Manche Normandie (EDF); Renouvelable and Maple Power (Enbridge and CPPIB); Iberdrola Renovables France; Ocean Winds (ENGIE and EDPR); Shell; a consortium of Total and RWE; and a consortium of Vattenfall, wpd, and the Banque des Territoires.

The government expects to select a winner in 2022 with a view to reaching commissioning in 2028.
