Ofgem launches OFTO tender round 10

Ofgem announced the launch of round ten (TR10) of its Offshore Transmission Owner (OFTO) tender process to identify suitable bidders to whom offshore transmission licences will be granted.

There are three qualifying projects in TR10 that have met the necessary qualifying requirements and tender entry conditions. This includes
Dogger Bank A Offshore Wind Farm Phase 1, Moray West and Neart na Gaoithe.

The Enhanced Pre-Qualification (EPQ) stage has been launched with the Bid Submission Deadline set for 11 April 2023 by 12:00.


The offshore regulatory regime was was launched in 2009 and manages licensing offshore electricity transmission. It uses competitive tendering to identify suitable parties to own and operate offshore transmission assets.
The OFTO regime also aims to provide investors a steady income in return for operation of the offshore grid infrastructure, connecting renewable energy produced by offshore wind farms to Great Britain’s electricity transmission network.

Ofgem estimates that up to 13 OFTO assets, with a value of around £10bn will be tendered through the OFTO regime between 2023 and 2025, including TR10.
