Portugal proposes 10 GW of offshore wind

The Portuguese Ministry of Economy and Maritime Affairs, the Ministry of Infrastructure and the Ministry of Environment and Climate Action have proposed 10 GW of offshore wind capacity in order to meet the government's target of 10 GW of offshore renewable energy by 2030.


The areas that have been identified to be suitable for floating wind are in water depths of between 75 metres and 200 metres, and two areas have been identified for fixed bottom wind farms in depths of up to 50 metres. For the floating projects, the closest distance to shore is roughly 10.4 km and the furthest is roughly 55.6 km.

The areas were chosen based on energy resources, easements and administrative restrictions and abiotic factors. Efforts have been made to minimise interference with the common uses of the maritime space, namely local fishing and the navigation of leisure craft.


The proposed areas suitable for offshore floating wind are:

Viana do Castelo with the potential of 2 GW capacity and an area of 663 km2;
Leixões with the potential of 1.5 GW capacity and an area of 463.36 km2;
Figueira da Foz with the potential of 4 GW capacity and an area of 1237.29 km2;
Ericeira with the potential of 1 GW capacity and an area of 256.84 km2;
Sintra-Cascais with the potential of 1 GW capacity and an area of 83.75 km2; and
Sines with the potential of 1.5 GW capacity and an area of 498.66 km2.

The areas suitable for fixed bottom wind farms are:

Matosinhos with a proposed capacity of 994.95 MW and an area of 180.9 km2; and
the Port jurisdiction area of the Port of Sines with a capacity of 53.02 MW and an area of 9.64 km2.

New potential connection points were raised for the future projects, and it has also been noted that there are needs for upgrades to the national electricity transport grid.
