Tender Calls for Two Major Interconnectors

Cables General Interconnectors

Two HVDC interconnectors - Italy’s Adriatic Link, and Lithuania and Poland’s Harmony Link - have independently issued tenders.

Terna has initiated tender for the preliminary marine survey and environmental characterization of submarine part of the Adriatic Link. The €8.88 million tender was released on 15 July, closing on 30 August 2021. The 1 GW Adriatic Link has been included in Terna’s 2021 development plan, and is expected to start operations by 2028. The 280 km link will run between Abruzzo and Marche, and will integrate the energy from wind and photovoltaic plants present largely in southern Italy with demand centres in the north. The project will involve an investment of ~€1.1 billion.

The second tender refers to 700 MW Harmony Link, which will connect Poland and Lithuania. The Polish TSO, Polskie Sieci Elektroenergetyczne SA (PSE), has published a tender for the construction of HVDC converter stations. The last date for the receipt of tenders is 12 August 2021.

The 254 km Harmony Link reached an investment decision in May 2021. The total cost of the 330 kV project is approximately €850 million, of which €493 million will come from EU support under the Connecting Europe Facility (CEF). The remaining cost will be shared by both TSOs, Litgrid and PSE, including the installation cost of onshore cable, converter stations, and the submarine cable.

Litgrid will be responsible for the procurement of HVDC cable works, the selection of the contractor and the signing and implementation of the bilateral contract. While, PSE will be responsible for the procurement of converter stations in Lithuania and Poland, the selection of the contractor, and the signing and implementation of the bilateral contract. The link is scheduled to commission in 2025.
