Ørsted breaks ground on Greater Changhua base

Ørsted has held a groundbreaking ceremony to kick off the construction of a new green building at the Port of Taichung to serve as the Operations and Maintenance (O&M) base for the 900MW Greater Changhua
1 & 2a offshore wind farms. The base will serve as the work site for the operational site management team, allowing them to be in close contact with the O&M Offshore Service Operation Vessel (SOV) and all highly skilled technician teams onboard.

Scheduled to be operational from 2022 and onwards, the O&M base is the first of its kind that Ørsted has invested in building in Taiwan and across the Asia-Pacific region. It will become the largest O&M base in Taiwan once completed and the first in the region to adopt a sustainable minded building design.

Ørsted has signed contracts with MOH Associates Inc., a local firm of the MAA Group, and Tung Kai Technology Engineering Co., Ltd., to be responsible for the design and construction of the state-of-the-art O&M base.

Matthias Bausenwein, President of Ørsted Asia-Pacific, said: “The O&M base well demonstrates that Ørsted is making long-term commitment to Taiwan through building wind farms and ramping up local O&M competence to not only serve operational needs for a long period of time, but also to create an offshore wind value chain in Taiwan.

“The investment of building Ørsted’s first ever O&M base in Asia once again sets Taiwan at the forefront of offshore wind expansion in the Asia-Pacific region, covering all phases of the wind farm life cycle.”


Christy Wang, General Manager of Ørsted in Taiwan, added: “The fact that we are making this investment in building own O&M base in Taiwan serves as an excellent example of how we go beyond Taiwan’s localization requirements. This is underlined by the fact that we partnered with local companies for the design and construction of the O&M base.”

“It is expected that the O&M base can stimulate growth of related O&M businesses and create local direct and indirect quality jobs with our contractors and suppliers during the O&M construction phase.”


Ørsted stated its O&M base in Taiwan has been designed with inspirations from Ørsted’s O&M facilities in Europe, taking into consideration the local weather potentials by adopting green solutions, such as recycling of rainwater, maximal application of local green materials, solar panels and charging stations for electric cars and scooters.

These efforts are in line with Ørsted’s decarbonization program and commitment to the global EV 100 initiative to create a greener and more sustainable world. Furthermore, it will be a facility with a gold rating from the Leadership in Energy and Environmental Design (LEED), making it the flagship O&M center for Ørsted Asia-Pacific.

Ørsted is developing four offshore wind sites within the Greater Changhua site off Taiwan. With a potential 2.4GW capacity, the sites are expected to be capable of powering 2.8 million homes in Taiwan. This includes Greater
Changhua 1 and 2a which are located between 35 and 60 kilometres off the west coast of Changhua County, Taiwan. They will consist of 111 Siemens Gamesa SG 8.0-67 DD offshore wind turbines, each with a capacity of 8 MW. Expected to be operational in 2022, the wind farms will have a combined capacity of of approximately 900MW, enough to supply around 1 million Taiwanese households with green power.

Greater Changhua 2b & 4 will be located adjacent to the 900 MW
Greater Changhua 1 & 2a offshore wind farm, which Ørsted is currently constructing the 920 MW Greater Changhua 2b & Greater Changhua 4 offshore wind farms. With the current grid construction timeline, the projects are expected to secure grid access in late 2025. Ørsted expects to generate the first power from both projects shortly thereafter and to fully commission the wind farm in 2026.

Ørsted will deploy a bespoke Service Operations Vessel for the Greater Changhua Offshore Wind Farms. The SOV will be the first of its kind in Asia, developed to serve maintenance support operations for Ørsted in a 15 years charter. The SOV is of VARD 4 19 design, developed by Vard Design in close cooperation with the customer and partners. The vessel will be built at VARD’s shipyard Vard Vung Tau in Vietnam, and is scheduled for delivery in first half of 2022.
