Hornsea Project Four Offshore Wind Farm

29 Sep 2021: Update 29 September 2021: Hornsea Four submit DCO Application to the planning inspectorate (Q3 of 2021). Update April 2021: Hornsea Four decided to extend the DCO application submission to Q3 2021 to allow continued engagement and a more robust application. This follows a decision by the Secretary of State’s (SoS) regarding the Consent Decision for Hornsea Three, which was approved in December 2020. The SoS indicated that all future projects with the potential for adverse effects on the integrity of designated sites/and or species need to consider compensation measures during the pre-application period. Hornsea Four will be the first UK offshore wind farm project to submit a Derogation Case which will examine the potential impacts on three bird species off the Flamborough and Filey Cost (FFC) Special Protection Area (SPA): Kittiwake, Razorbill and Guillemot. Orsted are looking at compensation measures for reducing anthropogenic and natural pressures e.g. creating or improving nesting habitats. The Planning Inspectorate now expects to receive Ørsted's application in September 2021. Update Oct 2020: Hornsea Four Offshore Wind Farm have recently determined to extend the DCO application submission to Q1 2021. The extension to Q1 2021 has been taken in consideration of the ongoing derogation discussions, relating to compensation for potential impacts to bird features of the Flamborough and Filey Coast Special Protection Area (SPA). Ørsted is investigating how to design and engineer out adverse effects on kittiwakes, gannets, guillemot and razorbill resulting from the project. Simultaneously, possible compensation measures are being considered with the intention to devise a quantum-defined, criteria based approach should it not be possible to exclude Adverse Effects on Integrity on European sites as a result of impacts to ornithological features, and reach agreement with Natural England and other stakeholders. Some combination of the two approaches (avoidance and compensation) depending on individual species effects is being considered. Update May 2020: The Environmental Statement and application documents will be finalised Summer 2020. Anticipated submission date for the Development Consent Order application in Q4 2020. After submitting the DCO application, the Planning Inspectorate has 28 days to accept the application and decide if it can proceed to the examination stage. If the application is accepted, people wishing to be involved in the examination will be invited to register their interest with the Planning Inspectorate. Anyone who has registered their interest will be asked to submit their views on the proposals in writing and may be asked to speak at one of the public hearings that will be held. The Planning Inspectorate will hold a six-month examination period. Following this, the Planning Inspectorate has three months to make a recommendation to the Secretary of State for Business, Energy and Industrial Strategy. The Secretary of State then has a further three months to make a final decision on whether to grant consent. update: the pre-application phase for the DCO application submission will be extended to Q3 2020. This will allow Ørsted to incorporate learnings from other projects currently going through the consenting process and to allow it to continue to work with key stakeholders to ensure a robust and considered application. Ørsted proposes to submit a DCO application in Q2 2020. The application will also include an EIA Report, HRA and Consultation Report.
