NJBPU initiates fourth solicitation for significant offshore wind expansion

New Jersey takes another step towards enhancing its renewable energy portfolio as Governor Phil Murphy and NJBPU President Christine Guhl-Sadovy announce the commencement of the fourth offshore wind solicitation. The approval of the solicitation guidance document (SGD) marks a pivotal moment in New Jersey's commitment to harnessing offshore wind energy. The application window for this solicitation, which spans from April 30 to July 10, 2024, is now open.

With an ambitious target of awarding between 1.2 GW and approximately 4 GW of offshore wind generation capacity, this solicitation aims not only to meet New Jersey's procurement goals but also to foster healthy competition, stimulate economic development, and mitigate climate impacts. Importantly, these endeavours are set to be achieved at the lowest reasonable cost and risk to New Jersey ratepayers.


Governor Phil Murphy reaffirmed the state's dedication to nurturing a robust offshore wind industry, citing the multitude of benefits it brings to both the current and future generations. "BPU’s latest solicitation will help guarantee that New Jersey residents have access to clean, affordable energy produced right here at home and powered by our very own union workforce," he emphasised.


NJBPU President Christine Guhl-Sadovy echoed this sentiment, emphasising the agency's commitment to combatting the escalating climate crisis and positioning New Jersey as a national offshore wind hub. She expressed anticipation for the forthcoming applications, underlining the crucial role they play in advancing the state's renewable energy agenda.


In a significant milestone, the Board recently awarded contracts for two of New Jersey’s largest offshore wind projects to date in its previous solicitation. The Attentive Energy Two project, boasting a capacity of 1,342 MW, and the Leading Light Wind project, with a capacity of 2,400 MW, are poised to inject approximately $6.8 billion into the state's economy. These projects are anticipated to generate around 4,350 new jobs, spanning from direct roles in construction and maintenance to positions within the offshore wind supply chain and related industries.


To underscore the economic potential of these ventures, developers, alongside Murphy Administration officials and representatives from organised labour, convened at the Eastern Atlantic States Regional Council of Carpenters’ Commercial Dive School facility in Sicklerville. The gathering served as a testament to the transformative impact of offshore wind projects on local economies and job markets.


As New Jersey forges ahead with its offshore wind expansion, the fourth solicitation stands as a testament to the state's unwavering commitment to sustainability, economic growth, and environmental stewardship.
