Finnish government rejects 16 offshore wind power exploitation applications

On May 2, 2024, the Finnish Government delivered a blow to 16 applications seeking exploitation rights for offshore wind power projects in the exclusive economic zone. The decision affects various areas in the Gulf of Bothnia, many of which overlap.

However, this rejection doesn't signify a halt to offshore wind development in these areas. Instead, it marks a strategic move by the Government to establish clear regulations governing such projects. The decision aligns with the forthcoming legislative project aimed at defining rules for activities within Finland's exclusive economic zone.

The goal is to introduce transparent guidelines that will facilitate the selection of offshore wind power project areas and initiate competitive tender processes by the end of next year. This move aims to provide clarity and fairness to all stakeholders involved.

Among the entities affected by the decision are subsidiaries of OX2 Finland Oy, Eolus Offshore Ab, Skyborn Renewables Offshore Finland Oy, Ilmatar Energy Oy, Suomen Hyötytuuli Oy, and Copenhagen Infrastructure Partners P/S.


These applicants sought exclusive rights to exploit offshore wind power in designated areas for durations ranging from 40 to 70 years. Projects varied in their developmental stages, with some awaiting research permits and others undergoing advanced environmental impact assessments.


Applications were made under Section 6 of Finland's Exclusive Economic Zone Act, which currently only grants consent for exploration activities. The gap between exploration and construction phases, where exploitation rights fall, lacks specific regulatory framework in the existing legislation.


The Government's decision underscores the need for predictability and fairness in the investment landscape, prioritising societal welfare and the efficacy of forthcoming regulations. It highlights the Government's broad discretionary powers under the current law, allowing for comprehensive consideration of various factors in decision-making processes.
