Dutch province to take a stake in nearshore project

The Dutch Province of Friesland have agreed in principle to take a stake in the nearshore wind farm, Windpark Fryslân. A cooperation agreement has been signed which has now being submitted to the Provincial Council for approval.

A decision from the Council is expected on April 19th and if approved the official signing of the agreement shall take place by May 15, 2017. The €127m investment from the Council will be transferred once the project has reached financial close and the construction of the wind farm begins, expected in the second half of 2018. Following the investment the Government will have a minority stake in the wind farm with a certain degree of control to safeguard.

Participation of the province is consistent with efforts to achieve 16% renewable energy by 2020. It also wants to use part of the return on its participation in the project to support sustainability measures in Fryslân. It aims to support the county's initiatives in villages and areas along the IJsselmeer coast in particular in the field of tourism and promote local employment.

Financial close is expected by the end of 2017, once the project achieves consent authorisation. Windpark Fryslân will have to secure subsidy in SDE bidding, classified under "Wind in Lake" for subsidy rounds, which, if sufficient subsidy remains in the budget following earlier bidding rounds, opens at a bid price of €114/MWh.

The project could see the installation of up to 89 wind turbines with a maximum tip height of 183m in the Ijsselmeer, a man made lake. The project will have a maximum installed capacity of 320MW, which is expected to meet the electricity demands of approximately 340,000 households.
