Germany announces offshore wind farm capacity auction

The Bundesnetzagentur has officially initiated auctions for offshore wind farms, offering a total capacity of 5,500 MW across three centrally pre-investigated sites in the North Sea. The sites, located approximately 110 km north-west of the island of Borkum and bordering the Netherlands exclusive economic zone, have undergone preliminary investigations by the Federal Maritime and Hydrographic Agency on behalf of the Bundesnetzagentur.


The comprehensive investigation covers key information such as the marine environment, building ground characteristics, and wind and oceanographic conditions. This information will be shared with all interested parties during the auction process. Successful bidders will benefit from not having to conduct these investigations themselves, streamlining the development process.


Utilizing a points system established by law, the award process will assign up to 60 points based on the bid value – reflecting the amount bidders are willing to pay. Qualitative criteria will also be considered, including the proportion of renewable energy used in turbine manufacture, the share of trainees, environmentally friendly foundation methods, and the scope of long-term electricity supplies to third parties, with up to 35 points available for these criteria.


Aiming to bring down electricity costs, 90% of payments by the successful bidders will contribute to this goal. The last auctions of centrally pre-investigated sites in 2023 generated total proceeds of €784mn for a combined 1,800 MW.


Bidders have until August 1, 2024, to submit their proposals. Following the assessment of bids and completion of the award procedure, the decision will be communicated to bidders, and the auction results will be publicly disclosed. Successful bidders will gain the right to apply for planning approval from the Federal Maritime and Hydrographic Agency for constructing an offshore wind farm on the designated site and connecting it to the electricity grid.

In addition to today's announced auctions, Bundesnetzagentur previously put up 2.5 GW of sites that have not been centrally pre-investigated for auction on January 29.
