Victorian government bullish for offshore wind, sets 9 GW by 2040 goal

The government of Victoria, Australia has unveiled new ambitious offshore wind targets in its Offshore Wind Policy Directions Paper. The policy paper aims to establish how and when an offshore wind sector could be developed to deliver energy, cut emissions and create new jobs for Victorians.
The policy paper includes plans for procuring projects that will generate at least 2 GW of offshore wind online by 2032. The first power from offshore wind is expected as soon as 2028 following a competitive process – and targets of 4 GW have been set for 2035 and 9 GW for 2040.


According to the Victorian government, studies show the state has the potential to support 13 GW of capacity from coastal regions by 2050 – five times the state’s current renewable energy generation. In November last year, Victoria pledged approximately $40 million under the Energy Innovation Fund to fund feasibility studies and pre-construction development for three major offshore wind proposals:
Star of the South, Macquarie Group and Flotation Energy. Together, those three projects are expected to generate 4.7 GW of new capacity.

The government will now undertake an extensive consultation process to ensure that traditional owners, local communities and the industry collaborate on the design of the offshore wind program.


Premier Daniel Andrews said: “Today, Victoria has the lowest power prices in five years and the greatest annual increase in renewable energy of any state, ever. It’s clear that when it comes to wholesale energy reform, the states are leading the way. We’re not just talking about transitioning to clean energy, we’re actually delivering it – along with thousands of jobs in one of the world’s fastest growing industries and cheaper bills for millions of households.”

Star of the South CEO Casper Frost Thorhauge said: ”We welcome the release of the Victorian Offshore Wind Policy Directions Paper today and congratulate the Victorian Government on its leadership in setting strong targets for offshore wind. It’s exciting to see the scale of this ambition, with the aim of first power by 2028, which will kick-start a new industry for Victoria.

“This plan helps pave the way for the up to 2.2GW Star of the South project off the coast of Gippsland, which would harness Bass Strait’s strong offshore wind – powering homes with clean energy and creating around 2000 Victorian jobs over its lifetime. Offshore wind offers a bright future for Victoria and will continue Gippsland’s proud history of power generation into the future – creating clean energy, new jobs and investment in the region as coal plants retire over the coming decades.
