23 Apr 2024: The tender documents have been released. Each project has a different set of conditions, and different dates. Kattegat's submission deadline is 1 April 2025. Kattegat must fully commission end-2030. Overplanted assets must fully commission end-2032. While the tenders have minimum criteria, the only criteria that participants will be judged against is the concession price. The concession payment (1/30th of the concession price) is a non-indexed payment spread equally over 30 years from the first request of the Danish Energy agency(DEA). Should the developer wish to extend the lifetime of the project, the concession payment will be paid annually for the duration of the extension. This is a non-indexed payment. The tender area has a minimum capacity of 1000 MW (can be slightly larger if 1000 is not divisible by the turbine capacity, e.g 1005 MW if using 67x15MW turbines), with the potential to overplant an unlimited amount, assuming the EIA and grid capacity allows it. The wind farm will have a lifetime of 30 years from when the electricity generation license is awarded (first power). The tender documents state that a 10 year extension may be given due to "the possibility of the Concessionaire to receive a return on the invested capital is considered minimal and subject to uncertainty." The concessionaire must additionally use recyclable turbine blades where up to 70% by weight is recyclable. The concessionaire is required to spend at least DKK 50 million on inclusive design or novel technologies/solutions which have a positive marine impact, which need to be approved as part of the EIA. After 6 months, State Holdings, must buy a 20% stake in the wind farm. The tenderer must have an annual average income of DKK 32 billion (EUR 4.3 billion) over the last three years and a total equity ratio of 20%. The tenderer must additionally display experience with a wind farm within the last 10 years that: had CAPEX of at least DKK 500 million (EUR 67 million); has a depth of at least 10m; has a lifetime of at least 25 years. Should the tenderer win, it must provide a guarantee to the amount of DKK 1.43 billion to the DEA. The concessionaire, should they want to connect to the grid, must agree to enter into a grid concession agreement within one month and must sign the agreement within five months. The concessionaire must notify Energinet within six months of the award whether they intend to overplant, and failing to do so forfeits the right to overplant. Within three months the developer must submit a detailed progression plan to the DEA. The concessionaire must reimburse Energinet for the preliminary investigations, which amounts to DKK 262.3 million. The amount uses future interest rate predictions for a payment in 2028, meaning the figure can be adjusted to reflect real inflationary values. The concessionaire is also required to reimburse Danish Defence for radar mitigation measures, expected at DKK 110-150 million. The concessionaire is further required to cover all costs from the Danish Naval Command for the removal of UXOs, to which no estimate is given. Finally, the concessionaire is required to cover all costs by the Danish Geodata Agency for any updates of navigational charts related to the project. Failure to a) start construction and/or b) provide documentation of recyclable blades by 31 December 2029 will result in monthly delay fines which increase after 12 months until 24 months has passed, after which the DEA can terminate the agreement Failure to fully commission (excluding overplanting) by 31 December 2030 will result in monthly delay fines which increase every 12 months for 48 months, after which the DEA can terminate the agreement. Failure to fully commission overplanted assets by 31 December 2032 will result in monthly delay fines (proportional to the promised capacity) which increase after 24 and 36 months for 48 months, after which the DEA can terminate the agreement.
