France - Future Tender C (Fixed/Floating)

31 Mar 2022: In March, the Ministry Ecological Transition, Industry and the Sea signed a Sector Deal with representatives of the Renewable Energies Syndicate (SER), France Wind Energy (FEE), and the Strategic Committee for the New Energy Systems Sector (CSF-NSE). The pact embodies the combination of an industrial policy and an energy transition policy to: · increase annual tenders from 1 GW to 2 GW from 2025 · allocate 20 GW by 2030 · have 18 GW operational by 2035 and 40 GW by 2050, equating to 50 projects. · update PPE 2023-24 to achieve these goals (Q1 2022 MOR) · invest €40bn to achieve objectives over the next 15 years · quadruple the number of jobs in the sector to 20,000 by 2035 · introduce 50% local content across project costs, at the time of commissioning, by 2035 achieve optimal integration of projects with the environment and socio-economically The new targets provide long-term clarity for investors. However, long project lead times (at least 7 years), and opposition from local fishermen and other groups still dominate the market. Regulatory processing for wind farms and grid connections needs to be accelerated in order to meet these goals. The government is in the process of updating climate and energy policy, with a revised multiannual energy programme (PPE) expected in 2024 which will outline future tender schedules (Q1 2022 Market Overview).
