Danish Energy Agency publishes Vesterhav consultation responses

The Danish Energy Agency (DEA) has published the consultation responses and Environmental Impact Assessment (EIA) scope for Vattenfall’s Vesterhav Syd & Nord projects.

Vattenfall secured permits for the two wind areas in 2016. However, due to appeals against the project, the Danish Energy Board revoked parts of the permits relating to the EIA for the Syd site in December 2018 and has requested a supplemental EIA on the specific project design for both the Nord and Syd areas.


A public consultation on the EIA scope was held during Summer 2019. In total, 163 responses were received, predominantly from individuals but also from authorities, associations and organizations. Most concerns relate to the project's proximity to the shore and impacts on the landscape, nature, wildlife, tourism, recreational usage and noise.


The consultation responses have fed into the delimitation opinion, which details the scope and level of detail required for the supplemental EIA and has now been sent to Vattenfall. The DEA reiterated that it is unable to move or change the concession area and that cancelling the agreement could require the Danish Government to pay Vattenfall compensation in the region of one billion.

It is estimated that the supplemental EIA process could take up to 1.5 years. In light of this, Vattenfall has cancelled all major construction contracts — which are to be retendered at a later stage — and has received permission to postpone the commissioning deadline from 2020 to 2023.
