Maryland Governor unveils plans to promote offshore wind

Governor Wes Moore has unveiled plans to further promote offshore wind energy in Maryland as part of the state's efforts to increase its renewable energy production. The proposed initiatives aim to enhance Maryland's economic competitiveness through the development of offshore wind energy resources and foster wind energy partnerships. If successful, these efforts could position Maryland as a leading producer of offshore wind energy in the country.

Governor Moore gave a speech at the
2023 IPF international forum in Baltimore this week: “Here in Maryland, we can have both a growing economy and lead the way in clean energy. Maryland is rich in natural assets, institutional strength, numerous offshore wind energy partnerships and a thriving workforce - and I believe if we work together, our state will lead the country in offshore wind energy production.” 

The forum is an annual offshore wind energy conference in the Americas that facilitates discussions among global leaders, businesses, and industry experts on offshore wind technology, policy, and future prospects. The Governor announced Maryland's intention to increase the state's offshore wind energy production from approximately 2 GW to 8.5 GW, a quadruple increase, in the hopes of achieving its goal of 100% renewable energy by 2035. This increase will aim to provide enough energy to power nearly three million homes. To support this effort, the administration is exploring the establishment of new lease areas and reinforcing the offshore wind supply chain.

The Governor has also announced a partnership between U.S. Wind and Tradepoint Atlantic to establish an offshore wind manufacturing yard at Sparrows Point, Baltimore, at the former site of the Bethlehem Steel plant. The collaboration aims to enhance the offshore wind industry's supply chain, with Orsted committed to utilizing Tradepoint Atlantic as a logistics hub for the assembly of advanced foundation components for offshore wind turbines. The materials used in the process will be produced at Crystal Steel on the Eastern Shore. The project is expected to create approximately 15,000 jobs in the region.


To support Maryland's shift towards clean energy, the Governor announced the creation of a dedicated position within the Maryland Department of Commerce. This position will facilitate industry access to state resources and foster a conducive environment for startups, investment attraction, and growth and expansion of established firms through workforce development. Additionally, the Maryland Energy Administration will aim to allocate more grants to companies that create essential links within the offshore wind supply chain, including turbine, blade, cable, and mechanical part manufacturers.
