Ofgem picks preferred Hornsea One OFTO

The Office of Gas and Electricity Markets (Ofgem) has named Diamond Transmission Partners as preferred bidder for the offshore transmission system of the Hornsea Project One offshore wind farm.

Diamond Transmission Partners is a consortium of Mitsubishi Corporation and Chubu Electric Power. If named the offshore transmission owner (OFTO) for
Hornsea Project One , Diamond Transmission Partners is responsible for transmission of electricity from this wind farm to the UK's onshore National Electricity Transmission System.

Before it moves to the next stage, the consortium is required to establish the necessary arrangements to provide offshore transmission services for the project. This includes having all relevant contractual, funding, regulatory and operational arrangements ready for the transfer of the transmission assets and the grant of the offshore transmission licence.

The consortium also need to put in place a bilateral agreement with the holder of a co-ordination licence to provide transmission services for the Project and accede to the System Operator – Transmission Owner Code.

Hornsea Project One is the world’s largest offshore wind farm to date. It is located in the North Sea off the east coast of England. The site consists of 174 Siemens Gamesa Renewable Energy. SWT-7.0-154 turbines, spanning across an area of 407km2, all of which have been installed. The site was fully commissioned at the end of 2019 and is anticipated to power over one million homes in the UK.

The transmission assets for
Hornsea Project One have been tendered under the sixth tender round of Ofgem's OFTO regime which saw a total of £2 billion of transmission assets being tendered. The other projects being tendered in this round included the transmission assets for the for the ownership of links to the 588 MW Beatrice wind farm project off the coast of Scotland and the 714 MW  East Anglia ONE wind farm project off the coast of East Anglia.
Ofgem and the UK government launched the OFTO regime in 2009 and, since then, winning bidders have so far invested more than £3.3 billion in links and generation assets.
