SVK instructed to connect Swedish offshore wind

The Swedish Government intends to commission Svenska Kraftnät (SVK) to connect offshore wind.

The Transmission System Operator (TSO) will be instructed expand the transmission network to areas within Sweden's territorial waters where there are conditions for connecting several electricity production facilities and where such an expansion promotes the fulfilment of Sweden's goals for renewable electricity production.

In order to provide players with clear and transparent conditions, the Government also intends to give SVK a government assignment to begin preparatory work prior to the expansion of the transmission network in the sea.

  • shed light on whether there is a need to develop new guidelines and instructions for actors who want to connect an electricity generation facility at sea,
  • where possible, describe and clarify conditions for designers regarding, for example, schedules and geographical areas for the expansion of transmission networks,
  • clarify the conditions for projectors who have already submitted an application for connection, and
  • describe conditions, advantages and disadvantages as well as consequences for connected actors in introducing their own electricity areas for areas at sea.
  • The amendment to the ordinance with instructions on the assignment to SVK enters into force on 1 January 2022. The assignment must be reported to the Government Offices (Ministry of Infrastructure) no later than 15 June 2022.

    Earlier this year, the Risktag’s Committee on Business and Industry agreed that grid connection fees for offshore wind should be abolished, and that TSO Svenska Kraftnät (SVK) should bear the cost and responsibility for the connections. However, it is administratively complex to combine a centralized grid model with decentralized site development and further framework and regulatory overall is needed.

    Expansion of offshore wind power is expected to be an important contribution to achieving the goals of 100% renewable electricity production by 2040 and will also contribute to meeting the increased demand for electricity in the future.
