Vattenfall clears final hurdle for Danish nearshore wind farm

The Energy Complaints Board has now completed the processing of a number of complaints against the Vesterhav Nord & Syd offshore wind farm permits, allowing Vattenfall to progress towards construction.

Vesterhav Nord will have a capacity of 180 MW and will consist of 21 SG 8.0-167 DD turbines, each with a rated power of 8.4 MW. Vesterhav Syd will have a capacity of 170 MW and will consist of 20 turbines.

Vattenfall secured permits for the two Vesterhav wind areas in 2016 for 47.5 øre/kWh (€63.8/MWh). However, In December 2018 the Danish Energy Complaints Board (Energiklagenævnet) published the decision to revoke and re-examine the part of the establishment permit which relates to the EIA for Vesterhav Syd. Due to the similarities between the Nord and Syd sites, Vattenfall also requested the Danish Energy Agency to review the EIA process for the Vesterhav Nord project.

The commissioning deadline was delayed from 2020 to 2023 and Vattenfall made the decision to cancel its supply chain contracts and commenced a project redesign predominantly focused on maxmising the turbines' distance to the coast.

The Danish Energy Agency approved the establishment permits under the revised EIA in December 2020 and this decision was open for public comment into the new year.

The Energy Complaints Board has also now completed the processing of a number of complaints about the Danish Energy Agency's permits to Vesterhav Nord/Syd and confirms the resumption of the establishment permit of 22 December 2016.

The complaints were received by the Energy Appeals Board in January 2021, and decisions have been made on an ongoing basis in the 59 appeal cases. There have been rejections in 50 complaints received due to lack of justification. The last 9 cases have been dealt with at the Energy Appeals Board's meeting on 8th June 2021, as the Board has assessed that these complainants are entitled to appeal against the Danish Energy Agency's decisions.

Vattenfall is aiming to progress towards financial close in Q4 2021 to meet the 2023 commissioning deadline.

The two offshore wind farms will supply electricity equivalent to the annual consumption of 350,000 Danish households and increase Danish electricity production from wind turbines by approximately 10%.
