29 Sep 2022: The Consumer Protection and Technical Supervision Agency (TTJA) is the competent authority, which processes building permit applications and decides on the initiation of the building permit procedure and the granting of the building permit. TTJA forwarded the building permit applications for Saare-Liivi 1-4 to the relevant authorities. The Ministry of Finance and the Ministry of Finance have pointed out in their opinions that the areas of the submitted building permit applications overlap with the wind energy reserve areas specified in the Estonian maritime area plan. According to the Estonian marine area plan, there is a condition that the reserve areas can be put into use from 2027,If offshore wind is not possible to be developed in other areas based on studies carried out. the TTJA agreed with those points raised and proposed to the developer to exclude the reserve areas from the requested areas of Saare-Liivi 1-4 The Ministy of Defence stated that in their opinion, wind turbines with the parameters given in the developer's updated applications cannot be built in Saare-Liivi 1-4 areas. because the wind turbines with this developer height would reduce the radar's performance. Utilitas has replied to the TTJA regarding the height of the wind turbines stated in the Ministry of Defence's letter and they agreed to comply with the justified requirements for the total height of the wind turbines. it was then raised that in the application the minimum height was mentioned and not the maximum height, and that it is crucial to include these technical information. in the latest communication dated 29th September 2022 the TTJA asks the developer to submit their objections and comments to the presented opinions and to correct and supplement the building permit applications. TTJA are waiting for OÜ Utilitas Wind's written response no later than 28th October 2022.
