27 Mar 2023: Update 27th March: Minister for Energy Transition awarded the call for tenders for 1 GW Normandy offshore windfarm (AO4) to Eoliennes en Mer Manche Normandie (EDF Renouvelables and Maple Power [Enbridge Inc. and Canada Pension Plan Investment Board]). This is the fifth offshore wind project in France and the third in Normandy developed by EDF Renewables together with Maple Power. EDF and Maple Power achieved an overall ranking of 99.92 and winning tariff of €44/MWh as well as environmental as socio-economic commitments. Seven offers were submitted from five of the six pre-qualified consortia; two candidates submitted two offers. Although pre-qualified Shell decided not to participate in final offers. Price was lower than previous dunkirk auction partly due to increased size and economies of scale. However, AO4 is also noted for significant risk taking by developers in terms of financing and profits, and technology choices. EMMN’s bid was 1.047 GW, with 44x23.8 MW turbines and jacket foundations. Commissioning 2031. Update February 2023: The Ministry of Ecological Transition says the results will be communicated in early to mid-March. Update March 2022: Winner to be selected early 2023/ Update September 2021: the date for submitting bids by candidates is now envisaged for the summer of 2022 and should lead to the award of the project at the end of 2022. This new award date will not have any effect. 'impact on the estimated date of commissioning of the park (horizon 2028-2029) and will allow applicants to benefit from more precise technical and environmental data. The Energy Regulatory Commission (CRE) are holding the tender for a 900-1050 MW wind farm off the coast of Normandy. Estimated date for selection of winner is April 2022.
