21 Oct 2022: Update October 2022: Competitive tendering procedure was launched in October 2022. Deadline for submission 23rd December. Within two (2) months CRE assesses the applications based on whether they meet minimum technical and financial criteria. CRE recommends bidders to pre-qualify. The start of the competitive dialogue is envisaged in February 2023. The duration of the dialogue envisaged is three months. During this phase the technical site survey results are presented to bidders and final tender and site conditions are drawn up, including final award criteria. A winner is expected to be announced early 2024. Initial award target under 2020 PPE was 2022. The Ministry of Energy Transition is the contracting authority for calls for tenders. Within the Ministry, the Directorate General for Energy and Climate (DGEC) oversees all preliminary studies and conducts the competitive bidding procedure. The project will consist of a first park of 900-1050 MW but could be adjusted up to 1.2 GW during tender process. Located in an area of 180 km², in the EEZ, between 40 and 50 km from the coast of the island of Oléron, water depths of 80m presents technical challenge. The site is outside of the protected marine park in the Gironde Estuary and conservation area, but remains within a Special Protection Area for birds under European directives. This will likely open up the project authorisations to scrutiny and risk of appeals is greater. A competitive bidding procedure for a second park of approximately 1,000 MW will be launched later, in line with ambition for 2 GW annual tenders from 2024. The study area of 250 km² is located behind the first park, and has potential for floating. RTE is consulting on the cable route and will carry out impact studies to decide on route of least impact by end-2023. The connection for the first and second park can be pooled, reducing implementation times and environmental impact. HVDC makes it possible to transport larger capacities over longer distances (1-2 GW). The route will run via the North of the Island of Oleron with landfall between La Rochelle and Châtelaillon-Plage and grid connection located between the south of Niort (DeuxSèvres) and the north of St-Jean d'Angély (CharenteMaritime). Update 27th Jul7 2022: State confirmed location of the 1 GW South Atlantic project. the tender will be launched later this year with the aim of designating the winner in early 2024 and commissioning in the early 2030s. Update 1st December 2021: The debate has been extended until 28th February. Hence tender pushed back to H2 2022. Update April 2021: The public debate is expected to take place July-November 2021 and the CNDP will issue it decision March 2022. Under current legislation the preliminary phases of the competitive tender can be launched prior to the conclusion of the debate. Hence early 2022 for the launch of the competitive tender process is possible, with awards late 2022. A 500-,1000 MW project was included in the revised PPE (April 2020) and the tender is due to be awarded in 2021-22. It is likely this project will utilise the site off the coast of Oleron. The ceiling price is €60/MWh. Assume that the tender will be launched in 2021. Assume six-seven years between tender award and commissioning (2027-2029). Hence, assume offshore construction to starts (2026-2028).
