02 Jul 2024: The construction of the Hallym Offshore Wind Power project has been ordered to stop due to a lack of cultural heritage surveys. The Jeju World Heritage Headquarters confirmed that Jeju Hallim Offshore Wind Power had proceeded with construction without conducting a 'cultural heritage surface survey' for onshore construction sites, including for substations and cable burials, and issued an order to stop construction. According to the 'Act on the Protection and Investigation of Buried Cultural Properties', when carrying out construction work on an area of ​​30,000 m2 or more, a cultural property surface survey must be conducted to determine whether there are cultural properties of preservation value, and consultation must be held with the National Heritage Administration (formerly the Cultural Heritage Administration). The World Heritage Headquarters plans to issue an order to stop construction and conduct an on-site investigation with the National Heritage Administration to establish conservation measures for the sections that were missed in the surface investigation. In addition, Jeju City requested a police investigation on charges of violating the Jeju Special Act after it was found that Jeju Hallym Offshore Wind Power had carried out construction without a permit in some absolute conservation areas.
