28 Oct 2020: Scottish Ministers published the final Sectoral Marine Plan for Offshore Wind Energy and Offshore Wind Policy Statement. Consultation on the SMP cut the number of Plan Options (sites) from 17 to 15 across the four regions. The dropped sites were both suitable for fixed foundations: SW1 was cut due to negative visual-economic impacts and NE5 due to fishing impacts. Other areas were trimmed for multiple reasons, with fishing impacts the main cause. Trimming has reduced the available area by 9% and the SMP’s ‘maximum development scenario’ by 2GW. However, there is no impact on the 10 GW limit for ScotWind, which is still expected to allocate 8,600 km2 of sites. Depending on rates of technology development and site attrition, this footprint could even deliver more than 10 GW. Only 25% of the site depth is suitable for fixed foundations. E1-E3, NE2-NE4, and NE6 are subject to further plan-level mitigation measures due to concerns around cumulative impacts on seabirds. The Crown Estate will consider the MSP and n the coming days, provide the Post-adoption Addendum to ScotWind Leasing outlining the final process and timelines for ScotWind Leasing going forward.
