The report models costs assuming 15 MW turbines being deployed in 600 MW projects in 2032, considering port options, O&M strategies, hurricane mitigation, and land use tradeoffs with other renewable energy contenders. According to the report, the estimated average LCOE for a 600 MW plant in the three Study Areas (North, South, and East) ranges from $96/MWh–$113/MWh for a COD in 2019 to $56/MWh–$66/MWh for a COD in 2032, with the lowest costs occurring in the East Study Area.
