Japanese government opens Happo-Noshiro offshore wind auction

The Japanese government's Ministry of Economy, Trade and Industry (METI) and Ministry of Land, Infrastructure, Transport and Tourism (MOLIT) have opened an offshore wind auction for the Happo-Noshiro offshore wind area off Noshiro City, Akita Prefecture.

Bidders are to submit their applications by 10 June 2022 with the announcement of the winner to be announced in December 2022.

Earlier this year the Japanese finalised its 6th Strategic Energy Plan which plots a chart for net-zero by 2050. The government is currently targeting 10 GW of offshore wind capacity by 2030, and 30-45 GW by 2040 supported by the domestic supply chain.


Japan currently has 49 MW  off offshore wind power in operation. A further 139 MW, in the form of the Akita Port or Noshiro Port, projects is under construction. The Akita and Noshiro project are set to be the first utility-scale offshore wind projects in Japan and will be delivered by Akita Offshore Wind Corporation, a special purpose company set up by a consortium led by Marubeni.

Earlier this year METI and MOLIT selected a Toda Corporation-led consortium of six companies to build a 16.8 MW floating wind complex in
the Goto area. The Goto project will be the first commercial floating wind farm in Japan.

Results from auction for three fixed foundations sites, two off Akita and one off Chiba, are expected in the coming months.
