CSBC-DEME Wind Engineering seals Hai Long Offshore Wind deal

CSBC-DEME Wind Engineering (CDWE) and Hai Long Offshore Wind have signed a contact valued in excess of €300 million following nearly three years of planning and preparation under a preferred bidder agreement. The project is poised to be Taiwan’s largest offshore wind farm with a total installed capacity of 1044MW.


The contract covers the transportation and installation for the foundations, turbines and offshore substation. With pre-piling works set to start in 2024 a total of 73 wind turbines will be installed.

CDWE will deploy its new installation vessel
Green Jade  which will sail under the Taiwanese flag. Equipped with a 4,000-tonne main crane, DP3 and an high loading capacity, Green Jade is designed for work in deeper waters and challenging seabed environments such as those found in Taiwan.

Chen Wen-Lon, Chairman of CDWE, said: “Taiwan has never really had a local marine engineering team in the past which is capable of building such a large-scale, complex wind farm, or a marine installation vessel like ‘Green Jade’. I am glad to see that the Hailong Wind Farm is entering the execution stage and that CDWE is able to participate in Taiwan’s energy transformation.”


Felipe Montero, Project Director of Hai Long said, “The collaboration with CDWE ensures the Hai Long project will benefit from a long-standing track record in marine engineering in offshore wind, while ensuring local content commitments are fulfilled. With Green Jade playing a central role in the delivery of the Hai Long project, CDWE and Hai Long demonstrate that the Taiwanese offshore wind supply chain is maturing. "


Marco Kanaar, CEO of CDWE, comments: “Over the past three years we have been working closely together with the Hai Long team to overcome the many challenges of developing an offshore wind farm in Taiwan. The Hai Long project has been a key driver in our decision to invest in the pioneering installation vessel ‘Green Jade’ so we are thrilled to have reached this agreement on the transport & installation contract in which ‘Green Jade’ will play a major role. With all the thorough preparation over the past years we are confident that the project execution will be performed smoothly, and we are looking forward to continuing our fruitful cooperation with the Hai Long team and together making this project a big success.”


The Hai Long projects are located 50-70km from the shore and includes three sites:
Hai Long 2A (300 MW), Hai Long 2B (232 MW) and Hai Long 3 (512 MW).  The three sites are being developed by Canadian independent power producer Northland Power International (NPI), Yushan Energy Pte Ltd and Mitsui. Construction is due to commence in 2024 and be completed by 2026.
